Fire Safety Regulations
Pursuant to Section 19(1) of Act XXXI of 1996 on Fire Protection, private individuals and legal entities engaged in business activities must prepare Fire Safety Regulations if:
- They employ more than 50 workers (including family members who participate in the work);
- The building or part of a building that they operate or lease contains a room with a capacity exceeding 50 people;
- They operate a commercial lodging facility with a capacity of more than 10 people.
Why a fire safety policy offers a real business advantage:
- Legal and Financial Protection for Company Executives After a potential fire, the first question from authorities and insurance companies is: „Did the employer do everything that could reasonably be expected of them?” Limiting liability: If there are written policies and training in place, the company executive can prove that the rules were documented and that employees were trained in them. Without these, criminal liability and the obligation to pay damages may fall directly on management. The key to insurance payouts: Insurance companies are quick to cite missing documentation as grounds for denial. Without written policies, the insurer can legally refuse to pay claims, which—in the event of a major fire—could lead to the company’s bankruptcy.
- Business Continuity A fire causes not only physical damage, but also lost production, lost customers, and a loss of market confidence.
- Organization and clear lines of responsibility. Chaos is fire’s best friend. Regulations bring order to everyday life. Who is responsible for what? They clearly specify who is tasked with inspecting fire extinguishers, who is responsible for keeping escape routes clear, and who maintains contact with the authorities. Clear rules for outsiders: These rules can be extended to subcontractors and tenants working on the premises, thereby preventing your property from catching fire due to the negligence of an outside worker.
- Prestige and employee trust. Safety is now an integral part of employer branding. Sense of security: Employees are more loyal and productive in a workplace where they see that management takes safety seriously. Professional partner image: During audits and interactions with large corporate partners, well-organized fire safety documentation is a basic requirement for supplier status. This demonstrates that you are a responsible, risk-aware business partner.
- Avoiding Fines – The Least Significant Benefit Although this is the most common argument, it is actually the least significant: the amount of fire safety fines (ranging from hundreds of thousands of forints to millions) pales in comparison to the damage caused by a burned-down building or a lost lawsuit. However, the existence of these regulations ensures that an inspection by the authorities is not a source of stress, but rather a routine check.

When is it necessary to prepare the fire alarm plan that serves as an appendix to the fire safety regulations?
- a) when the facility is intended for the accommodation, provision of services, treatment, upbringing, education, care, and employment of persons with limited mobility,
- b) in the case of an educational institution, if its maximum permitted capacity exceeds 50 people,
- c) if a building or part of a building operated, leased, or otherwise used by the party required to prepare the regulations contains a room intended for mass gatherings, or if more than 300 people may be present in the building or part of the building at any one time,
- d) In the case of commercial lodging facilities with more than 20 beds,
- e) in the case of a building, part of a building, or open space where a quantity exceeding 1,000 kg or 1,000 l of a substance classified as highly flammable or explosive is present —excluding fuel stored in process tanks connected to dispensing equipment at fueling stations—and where the substance may be in an explosive state.
Why are fire alarms and evacuation plans essential for a professional company?
The Fire Alarm Plan and the Evacuation Plan are not just colorful diagrams on the hallway wall, but the most effective tools for combating panic and chaos. In a critical situation, the human brain „freezes” or reacts irrationally; these plans provide the automatic response that can save lives.
- Act deliberately instead of panicking. In the event of a fire, time is your most valuable resource. Smoke can limit your vision and ability to orient yourself in a matter of seconds.
- It specifies who alerts the fire department, who cuts off the power to the building, and who checks to make sure no one is left in the offices or restrooms. Faster and more efficient evacuation. Evacuating a building—whether there are 50 or 500 people—is a major logistical challenge. Assembly points: The plan designates a safe assembly area. This is critical: it is the only way to verify, through a headcount, whether everyone has gotten out or if firefighters need to search for someone inside the building. Areas of Responsibility: The plan outlines the duties of the „evacuation coordinators,” ensuring that people do not all try to squeeze through the exit at once, but rather that the process is orderly and controlled.
- Legal Protection and Insurance Compliance. Pursuant to Decree No. 30/1996 (XII. 6.) of the Ministry of the Interior, the preparation of a Fire Emergency Plan and the conduct of annual drills are mandatory for certain buildings and when the number of occupants exceeds a specified threshold. Liability insurance: If it is proven that the company did not have up-to-date plans or did not conduct drills, the insurance company may deny compensation, and the authorities may impose a substantial fine. Practice Makes Perfect: During the annual drill, employees’ muscle memory commits the movements to memory. In a real emergency, this routine is the difference between tragedy and a successful evacuation.
- Psychological safety. Employees find it reassuring to know that their employer is prepared for even the worst-case scenario. Clearly visible, professional evacuation plans increase trust in the company and reinforce a sense of professionalism.

Why is the Escape Plan so critical?
An evacuation plan is not just a diagram on the hallway wall, but a visual guide to saving lives. The latest Fire Safety Technical Guideline, TvMI 2.6:2024.02.01, provides even stricter and more detailed guidance for evacuation planning to ensure that escape is guaranteed even in critical situations (smoke, power outage, panic), escape routes are guaranteed.
The posted emergency evacuation and fire safety plans are also intended for firefighters. Risk points: The plans indicate the locations of gas shut-off valves, main electrical circuit breakers, and storage areas for highly hazardous materials. Water Sources for Firefighting: They show the locations of the nearest fire hydrants, so firefighters can begin extinguishing the fire immediately without wasting time searching for them.
